Yeah, some of the characters are different ages then what's said. Shizuku is at least 3,500 years old, but due to not aging for the majority of it, she's basically the age of a fifteen year old.
Meeps did exist for seventeen years, but because she was a program for fourteen years, she's only really three years old.
"At the age of seventeen, Meeps is considered to be the second youngest hero, the youngest being Shizuku, at the age of fifteen.
However, she is only 3 years old in the real world (only being seventeen due to being a program for fourteen years of her life), making her the youngest member of The Keyblade Heroes."
