So far the 9th Harbinger has only gotten a few mentions in the storyline and appeared in Teyvat Chapter Interlude Teaser: A Winter Night's Lazzo. Not much is known about him but his physical appearance raises an interesting theory.

The handsome Fatui head-banker indeed looks familiar with another character we've already met. Both are from Liyue (Pantalone talks a lot about Liyue in Pale Flame's timepiece description), both have similar hairstyle, glasses, even facial features:

Could the two of them be related? Absolutely possible.

Let's continue talking about their looks. Baizhu, the green-haired pharmacist of Liyue, has unique eyes. His pupils look like snake's – slit, narrow. What I find interesting is that Changsheng (the white snake around his neck) is the exact opposite – she has the eyes of a human, but I'm afraid i won't be discussing that in this theory.

Have you noticed how Pantalone hasn't opened his eyes even once during the Harbinger trailer? Could it be that he's hiding his eyes due to them being somewhat similar to Baizhu's – with slit pupils?

Next, Baizhu has an interesting detail on his chest. Its shape reminds of Fatui 4-petal flower symbol, wouldn't you say? Could it be another hint signifying that Baizhu is somewhat related to the Fatui?

Not to mention, we have 2 types of Fatui symbol. The first one (usually found on Fatui tents) got its petals facing up, down, left, right straight. The other, the one i used next to Baizhu's accessory and the one that appears when a Harbinger is introduced looks like a slightly rotated version of original one. Here's side-by-side comparison (2nd variant is behind Tartaglia's title):

So, Baizhu wearing a what-looks-like Fatui Harbinger symbol on his chest? There's also a Harbinger that looks like his twin brother? Truly suspicious...

To support the previous statement further, in Liyue's Archon quest, we need to buy specific "Everlasting Incense" from Baizhu's pharmacy. As we don't have enough of mora, Childe comes to save the day and bargains with him. 11th Fatui Harbinger's offer is simple – if pharmacy ever ran out of coconut milk, Fatui could easily provide more if Baizhu gives the Traveler a discount.

What's weird about it is that all of the adults seem to be aware of Fatui's dirty work and tend to avoid getting involved in their schemes. However, as seen in the screenshot above, Baizhu doesn't mind working with Fatui.

Surely, how could he worry when his own (potential) brother is a Fatui Harbinger...

If Baizhu and Pantalone as brothers are close and share supportive siblings' connection, it's no surprise that Bubu Pharmacy doctor is fine making deals with Fatui.

Lastly, it's interesting to speculate on what could have happened that these two brothers took completely different paths in life? Pantalone (if him and Baizhu are brothers, then Baizhu too) is from a poor family and was never blessed with a Vision. He was then recruited by Fatui and became a Harbinger responsible for finances.

Baizhu, on other hand, is known to have a weak body (from Qiqi's voice line) but has a dendro vision and works in pharmacy. Could his weak body be the reason why he didn't follow his brother to the Fatui? I think that all of the Harbingers (despite their weird appearances) has some combat knowledge and are pretty dangerous. 

Pantalone, being a (probably) caring, loving brother with stronger body has joined the Fatui and became a banker instead of his brother. He could now be supporting Baizhu behind the scenes. I'm saying this because I highly doubt that the "Everlasting Incense" we bought for the Rite of Parting is worth 3 million mora...
