Eddie's dad taught him how to hotwire cars so Eddie can help his dad steal them, after this his dad then taught him how to drive since his father wanted Eddie to be like him and steal whatever he needed.
Eddie often experienced his fathers crimes and was forced to take part in them, hence why Eddie knows how to drug deal and steal the RV.
Extra headcanon; Eddie keeps handcuffs in his room as we see in the show briefly, but instead of it being for...sexual purposes, it's to remind him what happened to his father (being arrested).
