Spoilers for ALL the Grishaverse books (except the Six of Crows duology) and the show
I love Zoya. She is a GODDESS. She has such a powerful story-ark and I think she is an entirely underrated character in the fandom. I think part of the problem is the show. I've only seen the first three episodes, so correct me if this changes - but Zoya is entirely shown as this seductive being, with little to no character depth and personality.
As a side-note, show-Zoya is very forward about wanting to sleep with Mal, and he straight-up rejects her, which (and I'm saying this with all my Malina shipping heart) would NEVER have happened at that time in the book. In fact, in R&R, Zoya actually tells Alina that she and Mal DID hook-up when they first met, but it never happened again.
All of this is the show compiles to make Zoya a very unsympathetic character AND far less atractive than she's supposed to be - no shade on the actor, she GORGEOUS, but the fact that Mal turns her down makes her look undesirable instead of the impossible-to-refuse-goddess that she is. I don't really know why Netflix did this, especially if they plan on continuing their story through KoS - because the show has written a totally different character with just roughly the same roll as she had in the first S&B book: to bully Alina.
Anyway, I love Zoya and I think she deserves more recognition as the (literal) queen that she is.
