To march across the sky?
What strategies do they discuss,
As they gather in formation?
How do they receive their orders,
To release their watery payload?
Is it a signal from the heavens,
Or whispered directive from the wind?
And when the time comes,
For them to unleash their downpour,
How do they choose their targets,
And decide when to retreat?
