The town was paper but the memories were not.

→ Quentin is on his last day of school and is reminiscing about this weird feeling he has about leaving school. He's being conscious of the fact that every small thing he is doing on this day (that he has been doing for many years) will be the last time he's doing them. In that moment Quentin thinks of Margo and how she must have felt on her last day before disappearing. 

→ He recognises Margo's saying that the town and the people are paper meaning that they are shallow and not meaningful. On the other hand however, Q also knows that while that may be true, the memories he has made with his friends and all the other things he has done in his time here is not just paper and both things can be true.
