PLOT: Phoebe feels cold on the outside, but her heart is a fire in her chest, showing the love she holds for Cole Turner. But, with who he is and what he has done, she cannot be with him for he causes her more pain when they are together than when they're apart. So, when she meets a mermaid in need, a mermaid who needs to prove a man's love for her, Phoebe herself is turned into a mermaid by a spell gone array.
The time when Phoebe was on the run from her sisters, she met another mermaid in the sea, one just as beautiful as she. But this mermaid wanted to feel warmth in her heart, and not the coldness that she has felt in her two-hundred years of living. She craved love.
When Phoebe Halliwell returned to her sisters, she remembered the mermaid she spent time with when free in the sea, deciding to help fulfill the mermaid's wish to fall in love. Phoebe turns Ophelia half-human, only managing to give her legs when out of water and not being able to remove her immortality nor the power to control water which she possesses.
Phoebe helps Ophelia's dream to fall in love come true, though not in the way either of them expected.
