It means to move from a lower postion to a higher one.

Alfred had been kinda at a low point.

He was having trust issues with most of the countries and was afraid of most of them going back to their insulting ways. He was afraid of his fathers lying to them and hurting him again. Which was kinda why he and his siblings had been ignoring them.

The pain of the past had still haunted him.

But you know what?

He was determined to rise up.

Rise up.

Rise up from the pain of the past.

From the painful memories of taunting and insults.

From his low point to a higher one.

That's what he did.

He had rose.

It had been a hard road but he did.

Because whenever he had been forced to go through something, he had got through it.

Because no matter what stood in his way.

America had and always will.
