Evolto, without a doubt.
The fact that he was planning the destruction of Earth for 10 years was really surprising and I couldn't wait for his next actions during Build. He also orchestrated the creation of Kamen Rider Build, Sento Kiryu, and Ryuga's hazard level increase. Damn, he has guts in being undercover until the time was right.
The fact that Soichi was Blood Stalk shocked me greatly, but little did I know that it was a little precursor to what Evolto really was.
Even if you hate him as a character, you can't deny the powers he has. Legit, if had the Evol Driver and the Evol Trigger, he has the ability to erase worlds with black holes. I don't even understand why Evol was destroyed by Build tbh.
He showed no mercy when destroying people. He was the Frieza of Kamen Riders, literally. Seeing black holes that sucked in thousands of people really got the protags boiling. I guess his only weakness is ridewatches because they erase a Kamen Rider's history... so Evol would cease to exist.
Anyways, along with Kai, Masamune, and Lord Baron, Evolto can be part of the great main villains.
