Tutorial :
1. Add the text you want to add the effect on

2. Add a new layer below the text

3. Now go to filter > style > glow (outer) and set it.

Crystal glow makes the glow look bigger and shinier.

Choose bright colors so it stands out.

4. You're done by now, but we can make it look a little bit neon. So, add a new layer on top.

5. Now go to filter > style > glow (inner) and set the glow pretty small so we can still see the text inside (between 1-5 depending on the size of the text).

6. Done

- for those who still don't really know about the filter tool, I'm planning to do a tutorial on it next but it'll take time since school gives me three homeworks a day and I'm sleep deprived everyday :v.
