Nuclear Theory:
Bikini bottom refers to the "Bikini" atoll at the "bottom" of the ocean. The bikini atoll was home to 16 off shore nuclear bomb tests. The radiation of the 16 nuclear bombs mutated the sea life causing them all to act the way they do. Many of the fish live in houses made from objects that were on the ships that got nuked and Sandy Cheeks is an agent of the US government sent to study the effects of radiation on sea life.
Drug Theory:
The characters in the show are all on drugs. Spongebob is on meth amphetamines. He's always really, really happy, energetic, and occasionally paranoid. If he's ever in a bad mood, it's the result of a major crash. He goes from really happy to really sad or really angry. There's no middle ground. Patrick is a stoner. He laughs at stupid things and eats all the time. Squidward is on heroin. He's always down and he yells at Spongebob for being hyped up and energetic. Mr. Krabs is on coke. He's really uppity and always concerned about his money, and coke is expensive. Sandy is just an alcoholic. She ruins every episode she's in because she's always drinking.
Okay so there are two Spongebob theories that I've found. Honestly don't like the one with them all being on drugs. This is ruining my childhood.
