Momo and Katsuki are definitely the elder siblings of 1A. Whenever there's a problem, they are the first people that the class turns to.

Yaomomo is for when they specifically need gentleness, Katsuki is for when they specifically need confidence/motivation or advice on life skills. For anything else, they just go to whoever is less busy.

Tenya is like that one elder cousin that's kind of annoying because he is the adult's favourite but he's also kind of fun to be around when he isn't bossing around.
