For people who don't know there is a popular theory scp 1504 (Joe) and scp 3017 (Frasier) are brothers. Scp 1504 is basically invisible and gets away will a bunch of crimes because of it. Scp 3017 is blamed for those crimes by anyone and everyone despite having no reason why they accuse him of that. Basically scp 1504 is the one doing the crimes and scp 3017 is blamed for those crimes
