Currently, the idea of creating better soldiers was heavily thought and investigated in the A.A.H.W. Particularly the constant reports of dead bodies massacred by the notorious Hank. It didn't help the fact that he got allies, and with them, they can infiltrate themselves easily within the buildings like nothing. Even with the cameras and the stronger agents, they always seem to fall. Nothing was proving to be of better use against Hank. Auditor then thought of using experiments at this point. He would hold a reward with an enormous amount of money to those who would participate. Though he needed healthier subjects for further testing.
