Steve had been away for a few weeks on a mission so Bucky had the small apartment they shared to himself. They would stay at the tower but it was too much for Bucky with all the new people and recovering from the events at Hydra all at the same time - so Steve got them both a little 2 bedroom apartment close enough to the tower that he could get there in 5 minutes but quiet enough that Bucky was comfortable.
