I drew him today, and yes, he's supposed to be "cartoonish." This is Meilyr. He's a famous model and overlord in Nicalamakc. He's the main love interest for the protagonist, aka Mysa.

Fun Fact: Meilyr's original design had five tails instead of six, but the idea was changed because Meilyr can shapeshift. The S in six represents shapeshifting for Meilyr. It's an ability that his demon form has and not his alive human form.
