They also get in trouble for converting POWs to their side of the war,as they convert greedy Mortals into more Gold Watchers.
And by converting greedy mortals into more Gold Watchers,they are effectively holding hostages,which you can't do.
And due to their massive wealth,it is safe to assume they have been pillaging their enemies,which you can't do.
