Which Dark Deception Character is the Biggest Criminal?

Conclusion.

So,as it is no suprise,the Biggest Criminal amongst the antagonists is a tie between Malak and the Joy Joy Gang,each with 22 crimes to their names!

I'm honestly surprised of the amount of crimes some got,some got less then I was expecting.
