So a few things:
This story takes places after Debbie Meddle. It also goes off a personal headcanon of mine that the Ultimate Lesson doesn't actually wipe out one's memories, but instead it blocks those memories off and making said memories difficult to remember. With enough visual and verbal cues, one will be able to remember said memories.
After all, it did happen to Randy when he accidentally mind wiped himself.
