All of them were inside the van, and Steve was guilt-tripped because of seeing Bucky alive. Natasha on the other hand is bleeding as Wilson tried to tell one of the guards to help her and one of the guards took out their electric baton Wilson kept quiet but suddenly, they stabbed the other guard and kicks their helmet, rendering him unconscious as Natasha and Wilson looked at the body which fell and looked at the guard as Sam slowly looked at that guard as well they took off their headpiece to reveal a woman as it was none other than Maria Hill, secretary to Nick Fury.
"Ah, that thing was squeezing my brain." she complained.
"Woah." Sam said in amazement.
"Who are these two?" She asked Steve and Natasha as they quickly escape before Insight Men could check on them.
They were brought into the underground tunnel and along while Ichiban's Party, Awano, and an angry Kuze as they discuss what to do now.
"This man declined the Nobel Peace Prize." Nick said as he held a photo of Pierce.
"He said 'Peace wasn't an achievement, it was a responsibility.' See, it's stuff like that gives me trust issues." Nick told them as he tossed the picture on the table.
"We have to stop the launch." Natasha pointed out.
Nick then reveals that the council can't take his calls anymore as he opens the briefcase to reveal three chips.
"What's that?" Wilson asked
"Once the helicarrier reaches three thousand feet, they'll triangulate with Insight's satellites, becoming fully weaponized." Maria informed.
"We need to breach the helicarriers and replace the weapon blades, with our own." Nick told them.
On that helicarrier, they'd have to assume everyone is a HYDRA agent, no matter who it is as Steve said S.H.I.E.L.D will fall as well as Nick was about to argue about this when Sam butted him.
"I mean.. shit, old man, he's right. Think about it, if HYDRA can do that, what's stopping others from doing that as well? S.H.I.E.L.D, HYDRA, it all goes." he said
Nick looks at everyone and then looks at Wilson who just says he does what Steve does but slower and then gives up, saying that Steve gives the orders now. Steve was on the bridge, reminiscing the time he had with Bucky as Sam and Wilson approached him.
"He's going to be there, you know?" Wilson asked
"I know." Steve simply said
"Look, whoever he used to be and the guy he is now? I don't think he's the kind you save. He's the kind you stop." Sam said to Steve.
Steve didn't believe in that, as they argued but Steve ended the argument by just saying to gear up, and when he turned, he saw Kuze in the distance, waiting for someone.
"Need someone?" Sam asked as he pushed through Wilson and Steve.
"Heh, you already know. C'mon, let's go down... get some better spaces than this bullshit of a bridge." He said as they all went down.
Everyone was inside the bridge, watching them fight as they just stare at each other at a distance.
"Didn't want jackasses to interfere with our fight... just you and me, kiddo." He said
"Hell, ain't even want your friends to jump on ya when I'm down... like I said, you and me are throwing down hands for real this time." Kuze repeated.
"All I'm telling you that I'm honored to fight you, Kuze... you're the best damn yakuza I've ever seen in my entire life." He said as he continued to walk to Kuze's right.
