Most of these characters will have to be heavily nerfed because... well why wouldn't they? There's not gonna be superpowers in this but I'll do my best to make them as strong and intelligent as they would be as "normal" humans, For Example; Accelerator from the Toaru series won't be having his powers however his superhuman brain will be remaining intact along with some other stuff. His backstory will naturally be altered to accommodate this.
