Turns out it was an NPC the whole time. Better yet, its SUPER RARE!!!!1!2!2 (well, it doesn't say super rare, but it does say that "Every once in a while, he can rarely appear"
One of the things he can do is change the elevator's color, which I also experienced and happened to take screenshots of!

Just drawing all the elevator (and possibly extra if I have space) NPCS for fun, and for pronoun refs so I don't get them wrong 😔
