Due to his mind being scrambled, he can't speak in complete sentences, this would make speaking to him almost impossible. There is small times where a hint of humanity is shown in him, but it's mostly rare. Steph becomes extremely protective when someone close to him(such as family or a close one) is harmed, this would sometimes lead to murder] - Personality(Current/Fixed): [Despite being fixed, he's still a little unstable, so he needs to be by a trusted person at all times so they could get him under control if he gets a little murderous. Just like Bucky, Steph has nightmares to what was done to him and all the time in his life that he missed out on, but he doesn't exactly like openly talking about these nightmares as he doesn't exactly think people would want to listen to him when he speaks about it. Steph is no longer as care free as he was during the war, but he's still helpful to others and since they didn't know about his unseriousness during the war, they actually listen to what he has to say, and he actually becomes a little happy when his ideas are heard.]

They would be a failed experiment from Hydra so they would be thrown out to freeze in the cold and die, but they would end up being saved by a pack of wolves. Since their brain was still scrambled, he no longer sees himself as a human and only as a wolf. Snow wolf was localized in Russia for 50 years before finally moving to different countries. Snow wolf is only fully recovered in end game.] - (extra: snow wolf is found and captured in civil wars, during this time, they would try and reverse what was done to him, this would only turn out successfully in endgame.) — Appearance(snow wolf): (despite going in countries with warm temperatures, he still wears all those layers as he seems to always feel cold.
