Most of them (Who are like Jeff, still human) have feelings like being happy, sad, afraid, e.c.t/ emotions that insane people cant feel.
Example:
Jeff feels sympathy at times or like if he's killing someone but it reminds him of when he killed his brother and he spares them. (Though its rare if he spares someone like 5 out of 1000 people might be spared)
