Jane is the closest one near sanity, though she still is insane she's not as crazy as the others.

She still has some empathy in her and can go for a long ass time without having the urge to kill as she's mostly focused on finding and killing Jeff rather than finding victims and killing them.

But she will still kill people as practice and to make sure she's not getting "sloppy".

I also think that Jane will sometimes (and only sometimes) let Jeff get away as she knows that once she does kill Jeff for good it's not like she can have a normal life again and plus what happens to her after Jeff is gone? She would have really nothing to keep her going and no where to go.
