How close are Micaela and Art? Do they communicate often?
Micaela and Art are actually not that close, since their ages are far apart. She's like his big sister. Micaela is closer to Will, as Kath is closer to Art. Or rather, Kath is close to both, being this bubbly baby of the family.
They got the chance to get to know each other better when the sisters attended Elaine's coronation. A few years later, they also went to the wedding. See my story "Glass Sneakers" for more details.
After that, it's all Katharine thinks about. She wants to be a princess more than anything. A spin-off with Kath as the main character trying to regain her father's title sounds nice, but I really don't have that much extra time right now. 😅
Did Blake eventually change his personality or is he still the same?
I'm not sure. I lost contact with him after the last chapter. He must be doing well with his life, and I hope his personality improved a little bit over the years.
Why did Laurine and Stephen fight? (Ch. 27)
It was because Laurine felt betrayed that Stephen didn't tell her a word about his previous relationship with Ela.
Did Athan eventually like her? When and how?

I've been wondering this for a while now. Where is the setting of the story?
It's a fictional town called Sta. Rosa, which also happens to be the name of my own hometown. But with regards to the setting I have in mind while creating it, think Asian cities during the late 90s.
