He just likes floating around and following people. He usually follows those he's noticed around the place for a while. Like, let's say... Lovino always goes out with the same coat and look with Antonio. Luciano might see him around a couple of times and if something about him just kind of jumps out Luci'll start following Lovino around. But he doesn't go inside their homes. He might wait outside until you come out again or he'll go follow someone/something else.
I think I'll leave the rest for the au book.
