Dabi: well he was saying some really sexist things about Toga and well, it sorta just....happened?
Tomura: I guess we could play this off as some sort of threat to UA if we wanted, show them that none of their students are safe, yadayadayadayada

Tomura: DON'T think this is giving you permission to go around killing people
