He knows these henchmaniacs came from Gravity Falls but he can't prove it - at least not without some black cane.
The happy, sarcastic man knows that his dying life is over. He acquires some black cane and is reborn as the hero who will save the world from shy henchmaniacs.
However, when Bill is taken ill with gangrenous eye, it looks as though the shy henchmaniacs will prosper.
