Quirk Name: Party Popper

Description: This quirk allows to user to summon party hats with tinsel stuffed in the end of the hat. When the tinsel is pulled, it can release a big explosion or on a rare chance, actual bombs, like a cannon. Depending on how hard the user pulls, it will trigger either a smaller or bigger explosion.
Strengths:
- The explosions are actually pretty big.
- This can happen with any party hat, not just the ones the user can summon.
Drawbacks:
- Explosions have a cooldown up to 5 minutes depending on how big the explosion was/is.
- The user can only summon up to 5 party hats at a time.
