So in this Toga is a vigilante and she moves into a new apartment. On her way back home on her first night of doing vigilante work in her new apartment she climbs into her window. Except it's not her window. It's her neighbors window. So when she climbs in she sees a girl. That girl is none other than Camie Utsushimi. Toga apologized and that's how they meet. They end up becoming friends and eventually Toga and Camie move in together. Camie was living alone because her parents worked in another city and she needed to be closer to Shiketsu. Toga lived alone because her father was in prison and her mother died. She didn't want to be put into child protective services so the government gives her money to pay rent and get food.
This idea appeared when I was thinking about Popular from Wicked The Musical. I decided that Toga would be Alfaba and Camie would be Glinda. Anyways that would end up being a conversation before they move in together.
