Countries are not born with powers or flags. They often have a default flag colour, and get their flag with their power. Most don't know when they will get their powers. It often happens during an exciting event in the child's life.
When countries are related to each other, they will have similar powers. For example, the French Empire can create flames, while France can control flames (she can't create them, but when controlling them, she becomes more powerful then her mother).
