This is what Lucy's wolf form looks this. But all the orange part those parts are actually a golden yellow color.
Rouge's P.O.V
I never knew that a wolf could talk. I thought they were extinct. As the wolf was talking I realized that it was Lulu's voice. Then all the wolves started to glow and slowly each one turn in to a human but with ears and tail of the wolf. Then the lead did the same and it was Lulu. Lulu came running up to me. "Hey Rouge." She said.
Lucy's P.O.V
I ran up to Rouge. I could tell he was shocked. When I said hey he smiled. "Lulu you are a wolf, well no wonder your so beautiful." he whispered in my ear.
