Amanda Waller showed the villain files to Admiral Olsen and Dexter Tolliver as they ate dinner. While they read the files on these "metahumans", Waller enjoyed her food, awaiting her cue to explain her choices.

The two didn't have good faith in Waller's "Task Force X" suggestion. The thought of villains trying to do good set off all sorts of alarms in their brains. But as Waller always did, they were being convinced.

"And who's this?" Dexter asked.

"That," Waller replied, "is Athena Crossbones - aka, Disaster."

"What's up with her face?"

"Those are her spiritual markings. Consider them as her..... marks of power. The eye--" Waller tapped the photo "--has a mind of its own. But it's the eye that's the best part. It has the capabilities to hypnotize anything, brainwash, give you amnesia, manipulate you - just to name a few."

"And how did she come to be this way?" Admiral said.

"In a very similar way to my last choice, but I'll get to that in a moment." She took a sip of champagne. "Six years ago, Crossbones was possessed by an extremely powerful spiritual being - giving her the power to do not only what I told you, but also incredible telepathic abilities, as well as several different kinds of mythical morphs that we're currently trying to uncover. And the spirit seems to work in tandem with her - meaning they're one mind and body. She's truly one of a kind."

Then she leaned forward slightly. "But I saved the best for last. The witch."

The two men frowned.

"A witch?" the Admiral repeated.

"I'm talking flying, spell casting, making shit disappear witch," Waller explained. "A sorceress from another dimension."

"Meet Archaeologist Dr. June Moone. Wandered into the wrong cave and opened something she shouldn't have, releasing a metahuman more powerful than any we've ever encountered besides the one in Warlord: The Enchantress. And it inhabits Dr. Moone's body now."

"Where is this witch?" the Admiral asked.

"In my pocket." Waller gave a smug smirk.

"Now tell me why she hasn't turned you into a frog," Dexter commented.

"Some say the witch has some secret buried heart, and whoever finds it can control the witch." Waller smirked again. "So we searched the cave where the witch was buried and found it."

She brought out a briefcase and opened it; inside was a red pipe that sustained the glowing, neon green bundle of twigs and grasses that was the heart.

"That thing's her heart?"

"Mm-hmm. She's vulnerable without it." Waller closed the case, which locked with a loud beep.

"You want to put our Nation's Security in the hands of psychotic telepaths, witches, gangbangers, and crocodiles?" the admiral asked in disbelief.

"Don't forget about The Joker's girlfriend," Dexter added.

"These are villains, Amanda,," the admiral said. "What makes you think you can control them?"

"Because getting people to act against their own self interest for national security is what I do for a living," Waller replied, expressionless. "You take the finest special forces officer this nation has ever produced: Colonel Flag. I assigned him to watch Dr. Moone, and just as I hoped, it got personal." Both men seemed pretty shocked about the relationship between Dr. Moone and Rick Flag. "So I have the witch's heart, and Dr. Moone has his. Now Flag will follow my orders with holy grit."

Admiral Olsen said Dexter Tolliver glanced at each other in silent agreement. This plan was definitely worth looking into.

"In a world of flying men and monsters, this is the only way to protect our country."
