Rafael was born in the Buenos Aires Institute. Sebastian and his army destroyed the Institute, killing Rafael's parents. After the Institute was taken over by corrupted Clave officials, Rafe was kicked out.

Rafael survived in the Shadow Market under a female werewolf. He was left to survive on his own.

In early 2012, Alec Lightwood and Lily Chen found Rafael in the Shadow Market. With the help of Lily to translate Rafael's Spanish, he helped the pair track the missing werewolf women. Rafael started to trust Alec and Magnus.

At a warlock den where the werewolves were captive Rafael bit Olive Brleakspear when he threatened Alec. This caused him to be knocked out. When Tessa healed him and he gained consciousness, he immediately asked for Alec. When Alec was in the building that collapsed. Rafe wanted to jump in and help Alec but was stopped by the others there. When Alec came out of the building, the two were reunited.

Alec asked Rafe to join him and go to the New York Institute. Rafael didn't object. A few days after, Rafe was attached to Magnus. He grew closer to Max and convinced the pair to let him stay. They then adopted him. Alec and Rafe had to go back and forth to Buenos Aires for the adoption's process. Alec constantly worried that the Clave would take Rafe away since he was being raised by a Downworlder.

Later on, the family travelled to the London Institute to help the Blackthorns. They also attended Livia and Robert's funerals and consoled the Blackthorns.

Rafael and Max were taken to the New York Institute because of Magnus' illness. During the war, Dru, Tavvy, Max and Rafe were taken to Alicante and were taken care of by Maryse.

In October, Alec got appointed Consul and he proposed to Magnus. They got married that night.

In 2013, they attended a Cherry Blossom event.
