Jerry wasn't a responsible dog owner. His dog, Grover, was always going into people's yards, and chasing others. Jerry hardly ever kept an eye on him. And, what really made it worse, is that Grover was never on a leash.
Grover chased a girl, all the way home, after she got off at the bus stop. She was afraid of dogs. Her parents weren't happy with Jerry. Not one bit. They warned him, if his dog wasn't on a leash, and if he chased their daughter again, they would call animal control.
Jerry didn't like the idea at all. So, he finally put Grover on a leash. He could no longer chase people, or go onto someone's lawn.
Grover didn't like this. But, it was the way it had to be, like it or lump it.
