They've known each other their whole lives, they were the same age, and she is the reason he wanted to make it out of his games in the first place. But she doesn't know this, neither does she show it.
But when the Quarter Quell came around and Annie's name was pulled, Belle didn't think twice before stepping forward and volunteering.
Now Finnick and Belle may have to learn how to work as a team, neither of them knowing how important the other is to them.
