In the wake of Bruce Wayne's death, his adopted son Turner Hayes forges an unlikely alliance with runaways The Joker and Harley Quinn's children Duela and Skylar Doe and Harper Row and Cullen Row, siblings. When they are all framed for the murder and publicly accused of committing it by the Gotham City Police Department and District Attorney Harvey Dent. The five youths attempt to clear their names and find out who killed Bruce Wayne, with help from Turner's friends Stephanie Brown, Jesse Dent, and Turner's classmate Carrie Kelley, who secretly operates as Robin. Turner also learns that his friend Jesse Dent was actually Blue Bird, trained under his father with Carrie.
The Court of Owls quickly becomes the focus of the investigation into who was responsible for framing them. They develop into the "Gotham Knights," the new guardians of Gotham, over time.

Harvey Dent's courageous, fearless, and intelligent daughter is named Jesse. With the money her father set aside for her, Jesse attends the Gotham Academy. Jesse makes friends with Turner and Stephanie in the academy. Turner and Jesse get close, and occasionally Turner will invite Jesse over to his house since he really likes her. When Jesse was staying at Wayne Manor one night, she ended up in the Batman cave. When she revealed that Bruce was Batman, Jesse was absolutely unprepared. Jesse was a big fan of Batman and wanted to learn from him. Bruce didn't like the idea at first, but eventually took Jesse under his wing and introduced her to Carrie.
Skylar Doe

Skylar is the older brother of Duela sone of the Joker and Harley Quinn. Skylar was similar to his sister, but he also has a compassionate and loving side. Skylar enjoys handling knives and firearms, and when he and Duela met the Row siblings, Harper and Cullen, he began to develop feelings for Cullen. Skylar and Cullen becomes close until one night when Cullen was drawing when Skylar sits next to him. The two converse until Skylar gives Cullen a tender kiss, uniting the two as boyfriends who had been by each other's sides constantly.
