It shows Alex when he was 5 years old celebrating his birthday, so this means that whoever uploaded this video or is Alex himself or has the complete access to the tape of Alex's childhood.
In the beginning he unwraps his presents and for few frames can be seen the Operator's symbol on his face. In the other part Alex blows out the candles on his birthday cake and the Operator appeared, causing changes of dates and times, showing also impossible combinations like 9:99 AM. Basically ToTheArk is trying to tell Jay that Alex is an ally of the Operator and shouldn't be trusted.
