Early 1947, Bill saw the future for a undivided series of racing challenger. Bill declared the foundation of "National Championship Stock Car Circuit" which is known as NCSCC. Bill came to the American Automobile Association (AAA,) with hopes of obtaining money banking for the investment. When the AAA turned down the backing of the investment, Bill declared that a set of laws and awards for the NCSCC. Bill announced that the victor of the 1947 NCSCC season would get 1,000.000, plus a cup trophy. The season would start in January 1947 at Daytona Beach track, and would in Jacksonville in December. Practically 40 events were recorded during the season, people in the stands reached maximum capacity often. The driver were paid as agreed, and at the conclusion of the season, competitor Fonty Flock was alleged the championship trophy after declaring 7 events win our of 24 that he started in. France delivered the $1,000 and 4 foot trophy to Flock at the conclusion of the season, plus with $3,000 in prize money to the other competitors who have fought through the season.
