The event Elsa and Anna's parents were going to was Rapunzel's return celebration and Rapunzel and Eugene later go to Elsa's coronation as queen, with the time gap between the movies (in universe and out) being three years. Also, it's possible for Rapunzel to be Anna and Elsa's cousin.
