bill knew he had to stop richie, but he didn't know how. he couldn't just run up to richie and grab him, or richie would dive off the narrow side of the bridge. he couldn't say anything to richie, or he might scare richie and make him fall off. bill would have to wait until the exact moment richie wasn't paying attention to grab him.
he couldn't lose richie, not after he almost lost georgie.
