One word: Mineta
Kinda obvious.
First of all he acts creepy so do villains so ¯\_(ツ)_/¯
Another fab-u-less point is how did he make it into UA let-alone 1-A. What I think happened is that All For One took him under his wing. He granted Mineta a second quirk to ensure he passed the exams.
After the exam he removed it and no one would be suspicious about him having 2 quirks. They wouldn't even notice if he scored in the lower half of 1-a cause they wouldn't look at him fighting closely.
Maybe All For One promised him women or a better quirk that women would like him for. We don't know but we do know his balls wouldn't have beaten Kendo or Shiozaki.
