This is based off a head cannon where Hawks flirts with all the todoroki's, ALL of them and Touya = Dabi.
Background knowledge: Enji has not actually adopted Hawks but Hawks has tried multiple times for him to sign the papers because he wanted to be 'abused' by Enji. That sounds terrible but I can see Hawks making that joke.
