The screen showed the principal counting money to looking in the girls bathroom and shows him looking clean in front of the meeting room while in his dirty office he was snorting up drugs. Midoriya witnessed all of this but smirked to know he has blackmail.

Despite the sad scene it shows him in front of a chalkboard in a classroom filled with faceless kids who either had quirkless freak or dangerous villain on top of the heads sitting and watching him write. 

Quirkless freaks cannot become a hero, you are useless and aren't worth anything

Dangerous villains cannot become a hero, you are dangerous and aren't ideal at all.
