MEMORANDUM FOR INTELLIGENCE COMMANDERS, UNITED STATES DEPARTMENT OF HOMELAND SECURITY, PROTECTING AMERICAN COMMUNITIES TEAMS (PACTs)
SUBJECT: INTELLIGENCE DOSSIER FOR KNOWN FOREIGN AGENT
1. REFERENCES:

2. PURPOSE: To disseminate information regarding Coral Kondo, former agent of Chinese Ministry of State Security, former contractor for TARN Defense Industries, now believed to be employed as a computer scientist and bioengineering specialist by SubCranium Data Corporation.
3. GENERAL: Historically, in the realms of international intelligence and counterintelligence, there has existed a clear model for relationships between intelligence agents and their respective intelligence agencies. These agents fell into clearly defined roles that were dependent on specific factors: recruitment within the host nation, training provided by the State, and mission objectives defined by the political and military authorities within the State.
The advent of the digital age has turned this model on its head. With widespread sharing of data, intelligence training has shifted from a system of closely held state secrets into a playground of open source information accessible by anyone with an internet connection. Furthering this obfuscation is the introduction of Corporate Entities into the intelligence battlespace whose political and economic interests often stand at odds with the interests of the nations in which they are headquartered. One such Corporate Entity is TARN Defense Industries, a corporation whose economic, technological, and political powers far surpass that of many sovereign nations. What is more, entities like TARN are not beholden to the oversight of civilian regulatory boards or committees. Whereas US intelligence and security agencies such as the CIA, NSA, and FBI are held accountable for their actions by the Senate Intelligence Committee, operatives of TARN Defense Industries have no such oversight.
With that in mind, the Department of Homeland Security's PACTs have begun to compile intelligence dossiers on key agents within organizations like TARN. While these agents have yet to reveal themselves as clear threats to US interests, their potential to become adversaries is readily apparent to those of us who have operated in the world of clandestine operations.
4. DEMOGRAPHICS:
While details regarding Coral Kondo's childhood and upbringing remain unknown, we have been able to glean some information from open source files within the educational institutions she attended. Furthermore, the Federal Bureau of Investigation holds some intelligence information on the suspect, which they were willing to share with us for the purposes of this dossier. The information is as follows:

AGE: Unknown, though suspected to be between 25 and 30 years
ORIGIN: Xining, People's Republic of China
TRAINING: Bachelor of Computer Science, Chinese Science and Technology University; PhD in Biological Engineering, Whitworth University; Level 10 Combat Certification, International Federation of Krav Maga

5. AUGMENTED INDIVIDUAL PROJECT:
In 1999, the Chinese government in partnership with the Sino Bioengineering Consortium, launched the Augmented Individual Project, a program that sought to increase the effectiveness of Chinese military and intelligence operatives through surgical grafting of synthetic enhancement devices. The program's initial efforts, as might be expected, tended to result in multi-organ failure in most of its subjects, though after a decade of experimentation it did begin to yield some success after the femurs of a female subject was successfully grafted with surgical steel. Emboldened by their victory, the researchers later perfected multiple augmentation procedures, though mortality rates remained at 25% for surgical candidates.
Coral Kondo's participation in the program was discovered and revealed to the United States government by CIA operatives embedded in mainland China. Sadly, after notifying their handlers of the project the operatives were apprehended by the Ministry of State Security, and are now believed to be held in Reeducation Camp No. 19 near the Sino-Russian border.
Kondo's known augmentations are as follows:
Germanium ocular enhancements for low light vision
Titanium bone augmentation of ribs, sternum, spine vertebrae, bilateral fibulas, and tibias
Subdermal implants of time released cognition enhancing drugs
Intraosseous 5G transceiver implant in occipital skull
Muscular fascia enhancements around bicep, tricep, pectoral, and quadricep muscles
Circular scars of unknown significance located on right and left lower quadrants of abdomen
6. TIMELINE OF TRACKING:
United States intelligence agencies began close monitoring of all known participants in the Augmented Individual Project after the project's discovery. Of special interest was Coral Kondo, not only due to the extent of the augmentations she received, but also because of the extensive time and resources the Chinese government invested in her training. However, the same skill set and augmentation that made her such a desirable candidate for monitoring, also made her incredibly difficult to track, and later, to apprehend. The timeline of US agency tracking of Kondo is as follows:

2015, NSA monitoring of online activity identifies subject as member of Zero-Day Hacking Collective's virus attack on servers of the 160th Special Operations Aviation Regiment and 1st Special Forces Group, Joint Base Lewis-McChord, Washington State
2015, Federal Bureau of Investigation SWAT agent execute warrant for arrest on subject's residence in First Hill neighborhood of Seattle, Washington -- pipe bomb rigged to door explodes, killing one agent and critically wounding two
2015, subject believed to be contracted by His Eternal Limitless Light, a domestic terror group operating within rural Eastern Oregon, for undisclosed cyber attack services

2019, Federal Bureau of Investigation SWAT agents execute warrant for arrest on subject's residence in Oak Park neighborhood of Kansas City, Missuori -- two agents killed during physical confrontation with subject, six critically wounded, suspect evades arrest

7. CONCLUSION:
While the above information does provide a general overview into Coral Kondo's activities within and without the United States, it should by no means be considered a complete list of her allegiances or her efforts. Based on her shifting allegiances movement across the world, and Chinese government documentation it would appear that she was lost as an asset by her government some time between 2013 and 2014. How this happened is unclear, but it should not be taken as a sign that Kondo is in any way willing to assist the US intelligence community in counterintelligence efforts against the Chinese government. If anything, Kondo has proved herself to be stateless with respect to her loyalty, and she should be terminated at the earliest possible time should the opportunity present itself.
