Quirk Information:
Chilling Effect enables the user to make anyone cold (physically) and intimidated and fearful of the user. The user can also manipulate weather in a small area (50 yards) to be colder and bend ice or super cold water that is close to freezing (about 20 degrees Fahrenheit which is about -6 degrees celsius) depending on how much they've trained their quirk.

Quirk Side Effects:
The user of Chilling Effect has a weakness to warmer temperatures that can make them super sleepy and drowsy. Their eyes can also get dryer when they use the 'chilling stare' part of this quirk. It can also have an effect on the user's personality, making them 'colder' and more intimidating. It can also make the user more anxious, fearful, and/or easier or harder to scare.
