The blue that ghostbur has doesnt take away your sad thoughts or sadness, it takes away your sad memories and makes them disappear for a short amount of time.
But the more you use it, the more it will destroy your memories. This is why ghostbur doesn't remember much, the blue made him forget everything bad or made him sad.
And why does blue start off transparent? Because it hasn't taken your memories yet!
And to make sure that the others keep their memories in tact, he gives them a little bit of used blue so they only forget about their sadness for a couple of hours. That why it's already blue when he hands it to them!
