What if he was so lonely and sad that he hallucinated Mexican dream ever being there and dream played along because he thought it was funny to play with Tommy's emotions?
Though this would implie that dream also had to see Mexican dream, so what if dream did something to Tommy and used it as leverage so that he could gain his trust.
