Reconstructive procedures aim to reconstruct parts of the body that have been adversely affected by trauma, injury, infection, tumors, or disease. Usually, the goal is to restore the body part to the functionality and appearance it had before the trauma. It's typically covered by health insurance.

While, A Cosmetic surgery is performed to reshape normal structures of the body, usually to improve form and appearance. Cosmetic surgery typically is not covered by health insurance.
